Useability -v- Accessibility  
The Web Accessibility Initiative (WAI) develops strategies, guidelines, and resources to help make the Web accessible to people with disabilities. However, although the W3C rules and guidelines have not yet been actively enforced (in the same way that companies were not fined for non-compliance with the Disability Discrimination Act [DDA] for a number of months after it came into force) there is a very good business case for taking action NOW!!

OK, so Accessibility is a term which is current and focuses on a site being accessible to people with a disability. 

But the truth is, usability for not just a small % of the population but 100% of the population makes brilliant business sense.  Those businesses that have woken up to this opportunity have profited from doing so.
